The only thing that's really "mysterious" about this potion is exactly how much health or mana it will restore, or any at all. It's possible that this weird potion won't restore anything, but that usually isn't the case, and it's rare and wonderful to find any kind of potion that restores both of them at this level.

Deepstone Oil is made from the Albino Cavefish, which is found in the underwater reaches of Deepholm, so visit the Fishing trainer on the way to the Alchemist. It's an important ingredient in several other recipes besides this one.

Ghost Elixir

Volatile Life is one of the easier elemental ingredients to find, especially for Miners and Herbalists, because it drops from their farming nodes. Another option is to purchase it, and it's by far the most inexpensive of all the new volatile elements.

  • Effects: Increases armor class by 900 for an hour

It sounds like something a player would learn in Deepholm, but it's easily learned from an Alchemy trainer. It's ideal for tanks and melee fighters that bear the brunt of physical damage, but casters can use it too, and healers can always use some extra armor.

The Vial Of the Sands doesn't just summon a mount, it turns the player into a mount. Specifically, it turns the player into a flying dragon that can carry another player with them. No other mount in the game is like this, and the recipe is an extremely rare find connected to the Archeology profession.
